High School: Payne had a personal-best throw of 191-7 in the javelin at the CBBN/GSL Regional Championships, placing first. His best throw in the discus was 142-2, which came at the CBBN District Championships. Payne went on to place fourth in the javelin at the WIAA 4A State Championships, getting off a throw of 184-3. He lettered four times in track and twice in football for the Richland Bombers. He also was a four-time WIAA Scholastic Athletic award winner in track. He won Big 9 titles in the javelin his junior and senior years.
